The Second International Consulation on HIV/AIDS and Human Rights convened by UNAIDS and the Office of the High Commissioner for Human Rights, has issued a series of guidelines for member states to assist them in designing programs and policies which protect and promote human rights in the context of the HIV/AIDS pandemic.
